As of now, Chibi-Robo! Send Off (the GameCube game) has not been officially released on Nintendo Switch Online + Expansion Pack (which includes GameCube titles). While Nintendo has added several GameCube games to the Switch Online service—such as Super Smash Bros. Brawl, Super Mario 64, and The Legend of Zelda: The Wind Waker—Chibi-Robo! Send Off has not yet been included in the lineup.
