VNeID Application for Electronic Identification and Authentication

The VNeID application, developed by the National Population Data Center under the Ministry of Public Security of Vietnam, leverages population data to facilitate identification and electronic authentication processes. Designed for individuals residing or traveling within Vietnam, VNeID serves as a digital replacement for traditional identification documents. It plays a crucial role in advancing digital citizenship, digital government, and digital society initiatives. The app supports functionalities such as medical reporting and swift domestic travel declarations. Furthermore, it aids authorities in tracing secondary COVID-19 infections and delivering timely notifications to the public.

Access Permissions: By using the VNeID application, users consent to granting access to the following device functions:

1. Internet Access: Allows the app to connect to the internet from the user's device.
2. Camera Access: Enables the scanning of QR codes on Citizen ID (CCCD) cards to expedite the input of basic citizen information and to scan QR codes at designated points for efficient travel and medical declarations.
3. Media Access: Permits access to photos, videos, audios, and files on the device to store QR code images for verification at checkpoints.
4. Notification Permissions: Allows the app to send notifications to the user's device.

Personal Information Collection: Users input their data and declare medical information, domestic movements, or information on behalf of others with their explicit permission. The personal information collected includes full name, phone number, citizen identification, gender, year of birth, permanent address, nationality, health status, departure and destination locations, vehicle registration number, and exposure to individuals with COVID-19. All data is collected with the user's consent through form submissions.

Users are solely responsible for their actions and the accuracy of the information they provide.

Privacy and Copyright Protection: User data is securely stored and managed by the National Population Data Center, Ministry of Public Security, and is used exclusively for COVID-19 prevention and control efforts, health protection, and disease prevention. It is not used for commercial purposes and does not infringe on personal privacy. Data may be shared with health authorities and other relevant agencies to enhance COVID-19 prevention measures.

The application developer does not collect or use user information for any purposes other than those stated above and will not disclose any information that could harm user privacy or engage in illegal activities according to Vietnamese law or the application's policy.

• No Location Collection: VNeID does not gather data about users' locations.
• Anonymity: Users can join the community anonymously, with only competent authorities privy to information about infected individuals or those suspected of infection due to close contact with someone with COVID-19 for tracing purposes.
